I bought a bluetooth adapter and it won't allow me to install all the drivers.?

I have a targus ACB10US, I have Windows Vista. All of the drivers install with vista on it's own, except for the Bluetooth Peripheral Device. I've tried uninstalling and reinstalling, repairing, downloading online software. I've installed it on another usb port. I've installed this on my desktop, although it has Windows XP Pro. and it worked perfectly
