I am trying to upgrade video and graphics and the sound card. Where would i start to upgrade? Also ive never worked on computers. I am also trying to uses this computer for an automobile project so would i be able to compact the tower in anyway.

The truth is anything older than 2003-2004 is going to be way outdated. Most video cards in use right now use a technology far more advanced than what was used in 1999.
If you are really determined to upgrade some hit up local computer supply shops, not the fancy ones like Best Buy and Microcenter, but find the smaller, older family owned ones.
I would suggest buying a new computer. You can get a decent Dell for around $300-400 US if you get an older discontinued one.

Most of the upgrades available today aren't going to be compatible with something that old. You can get a cheap computer for a couple of hundred collars that would be better than the 99 one with the upgrades, I would suggest going that route.
Reply:First, lets start right off the bat: no. There is no meaningful upgrade that you could perform on it to get it to the standards you are probably striving for. The cost for new parts to a new computer would both be only slightly more expensive, and 5 times more worthwhile.
To put it more explicitly: your motherboard likely has either only PCI and ISA slots, or an old AGP slot that couldn't hold the more advanced AGP cards on the market. Even if it could, AGP cards are much more expensive than newer PCI-E cards.
Your processor is, at best, a Pentium III, which is miles beyond what is needed for most games today. Even a powerful video card probably couldn't offset this.
A new sound card is probably doable, but with no good games to play on it, and a lousy processor for modern audio editing, what's the point?
The best upgrades for your system would probably be:
1. A larger hard drive. Due to BIOS limitations, you probably can't use one bigger than 127 GB.
2. More RAM. The max on boards of that era was probably 512 to 768 MB.
Reply:You would be spending money to upgrade outdated technology, and the parts you would buy won't work on newer equipment.
However, if you must, buy a video card and a sound card and install them. Make sure you have the correct video card for the socket available on your motherboard.
